Dalam merancang AI, yang paling utama itu perancangan/pemodelan kelakuan (behavioral modeling)
kelakuan yg dirancang itu, disini yaitu respons2 dan strategi pemain bola
anda harus mengetahui seluk beluknya dan merancang seluruh strateginya, bahkan sampai mendalam :v

selanjutnya, dalam implementasinya, anda juga menggunakan beberapa aspek AI, seperti Fuzzy Logic, Pathfinding AI, dll :v

Pake software apa aja bisa, tergantung kreatifitas masing2 aja.
Tapi kalo mau pake maker khusus utk game soccer setau saya ga ada :hmm:

Kalo mau pake RPG Maker mungkin bisa, tapi cuma untuk penalty kick-nya aja :hmm:
